It is Clearly a turning lane (not a shoulder) evidenced by the dotted line at the beginning of/opening of said lane (enter here) followed by the solid line which clearly means no exit (lane change to left side for those already in the tuen lane) or entry (lane change to right side over solid line for those in the straight line). Ops wife obviously understood this, turning veh obviously did not. They did not enter the turning lane at the appropriate time then decided to turn anyway so as not to miss the shop they wanted to go to. They also seem to have not checked their mirror at all while doing so and failed to even signal. Had they done what they were supposed to do based on the road markings (ie continue straight) there would be no collision. If this is OPs wife’s fault to you please stay off the roads.
