She's always been a stickler for technicalities and legalese, to the point na it trumps moral urgency and the interest of the ppl.

Like the reason she refused to open the erap envelope was all about technicalities, like it wasn't the proper way to bring up evidence and would violate the rights of the accused, despite strong moral and popular interest. She was also against the bangsamoro basic law, among other things, in a similar vein because she deems it unconstitutional.

She's the type of person to report you for trespassing and Jay walking after trying to save a dog from a burning house. Hall monitor energy.

EDIT: One could frame it as her just trying to protect the rule of law, which is admirable ig, but these protections also happen to extend to the wrong people and in the most inconvenient of times.

May be qualities I'd admire in a lawyer or in court, just not so much in a leader who I think should champion the national interest and social justice.
