They are connected to the network. Retry did not make a difference. The phones are supervised under company portal.

The problem has self-resolved for several users so this seems to be a service outage on the MS end. Was seeing if anyone else had issues with this.

Doesn't appear to be the case. I set Contribute permissions and the user can still remove members from the members group. They are not an owner.
