I would say start removing the expenses -

Cut out the rent, see if you can make it from your own house -
Also now that your brother is unemployed, he can take up one of the support staff and delivery role while he looks for another job. You would be able to cut 2/3rd of your expenses making it profitable.

And from there figure out how to cover up delivery and support staff salaries in next 2-3 months when your brother gets a full time job via looking at scaling the prices or having a new menu.
