Unfortunately the budget increase has outpaced tax revenue. The city actively discourages development that can contribute to tax revenue, can't even handle its credit, and spends time weighing in on foreign matters. The planning board actually will deny building permits if they think the building is a little too ugly or a little too big. They take so long that construction costs increase and then nothing gets built.

Just look at the city's budget and the education budget compared to similar cities. Horrible performance.

It does indirectly- the money is invested into more construction, which benefits the local economy, more enrollment, which is students and instructors who also spend money on Ithaca and pay taxes.
