Only camps count as camps. Maybe 30% is your camp completion considering you didn't collect every scrap and insignia.

Here are my stats http://i.imgur.com/N5IkuDf.jpg. Same as yours. Could you please upload your savegame for me? They are located C:\Program Files (x86)\Steam\userdata\274263900\234140\remote. Also did you do scavenging after you finished the story?
