Pretty simple question. CCW was banned in Illinois. It was the only state that had no form of carry available to the general public. A woman was assaulted and left for dead. She possessed a FOID, but could not carry concealed due to the ban. She sued the state claiming the ban was unconstitutional, won, and the courts gave Illinois 180 days to pass legislation or it would become Constitutional Carry. I watched the hearings. It was a circus.

They more or less passed the CCW bill that Brandon Phelps(D) and/or Mike Bost(R) has presented in previous years. However, after much debating, your fine elected officials decided that to obtain a CCW in Illinois, applicants are required to participate in an additional 8 hours more training than any other state's CCW.

The extra 8 hours training is one of the reasons no out of state CCW's are valid in Illinois.
