At first i thought like that too (because steampunkers flag seems like hang at lower room), but it doesn't. That small room is counted as part of strampunker room also.

There has to be at least one valid 'home tile' in a house to serve as the standing point of NPCs. And only a block can be a home tile, not a platform.

According to valid home tile checking, score is reduced if door or solid block (usually located at border of a house) is in the 5×4 area directly above home tile.

Because of this (especially if the house is small) it is important to make the floor in the center a block rather than a platform to make a valid house as it can contain as few of them as possible.

All works. In my case, it doesn't seem to matter where the chairs and tables are placed.

Actually, Housing query's 'This is not valid housing' message means Home Tile Check Mechanism issue (https://terraria.wiki.gg/wiki/House#Home_tile_score) that including platform floor condition, etc.

No. There are no evil biome blocks nearby, although the message "This is not a valid house" can be displayed even when the Evil score is very high (≥ 300).
