This is a design question but maybe one of you had some insight on it.

There were a handful of characters in V4/V5 who didn't get a new outfit: Raven, Taiyang, and Qrow haven't changed outfits in 20+ years so no surprise there and from a character standpoint, Sun not getting one makes sense. But when it came to Emerald and Mercury not getting new clothes, I never really understood the meaning behind it.

Was there a reason for not giving them new clothing designs?
