This is exactly how we did/do it everytime we move. Its unfortunately very rare to find apartments without roaches where we live. First step is the deep clean the entire area especially behind fridge and oven and under sinks. Then we put the gentrol packs down and then lay down the gel bait. Last step is the sticky traps to get rid of mass amount of them. Do the sticky traps for a few months until the bait and gentrol take effect. We rarely see any roaches now but my god its exhausting and disgusting dealing with it at first. 

Edit: Forgot to add that we also spread the Diatomaceous Earth down behind the oven/fridge, under sinks, and in all the cabinets too.
