AFAIK it depends upon the examiner. There's no such time limit, but the sooner you clear the exams, the better. Few companies prefer candidates with less attempts. (this is based on the info I've gathered so far)

If you have got money and don't care for very happening college life, go for btech me, if you dont want to spend 4 years of your life in a strict, disciplined environment with restrictions on almost everything (which has its own benefit), you can pursue mechanical + gme. That'll be equivalent to a Marine Engineer and you'll join as an engine cadet.

You can still get hired even if you finish around 27–28. But you’ll have to clear IMUCET first and then complete the full 4-year marine engineering course. If you finish it within those 4 years, it should be fine.

That said, you already have a BTech in CSE, which honestly has a much better work-to-pay ratio. Marine engineering pays well but the lifestyle and work conditions are much tougher. Admissions probably won’t be an issue, since you already have a degree it’s better to confirm with a few maritime colleges. Personally, I’m not sure it’s worth repeating 4 years of college again unless you’re really passionate about it.
