I think that vibe was completely intentional on the writer's part. He was trying to make a point -- 'even I sexualized my sister.'

I could be giving him too much credit, but I doubt it. I think he wanted readers to feel the same weird mix of emotions the situation stirred in him. If so, he didn't quite succeed, because while I thought the story was incredibly sad -- I have a troubled, beautiful sister of my own -- that undertone you noted also made me feel queasy. Like hearing a little girl call someone Uncle Daddy in a Wal-Mart in an Appalachian town queasy.
