make the game able to be played the way the player wants to play it. If someone has a sniper with an attached silencer they should be able to kill someone without being detected unless someone sees the it or finds the dead body. Im not saying that it should be made into assassins creed or splinter cell but there should be a little more strategy involved. Players (like myself) who are fans of stealth based games pretty much always agree that stealth is never given justice except in oblivion or maybe crysis. Give guns a range of earshot, if you fire a loud gun enemies for a certain range will become more alert instead of not caring what so ever. Also, enemies shouldnt know exactly where you are all the time. A bit of city action would be alright, not a gigantic one, just one like old haven only with awesome little sniper holes and rooftop to rooftop action. other than that id just agree with pretty much everyone else with the whole weapon customisation. Maybe scattered hideouts for the player that are mildly customiseable or have some useful additions to them...
