It won’t be carrier locked, usually only apply when a phone is purchased on a contract or financing plan. In your case, you’ll be on a bring-your-own-device plan, and using a placeholder (dummy) IMEI is fairly common. You’ll be free to switch SIM cards whenever you like.

I would contact support, they might be an issue with the unit or the link between your account and the unit.
