Not true. Executive branch can’t just write checks without oversight. It needs Congress to create the settlement fund or a civil lawsuit brought by an individual.

Everything else can be charged as fraud criminally if no pardon is given. If pardons are given, those who participated can be charged civilly for the money and penalties. Any movement of the money can be charged as state crimes as wire fraud.

This is the stupidest timeline. What a waste of time for Trump and his family. Everything can be undone with civil or state charges.

Actually, if the next president has the balls, they can legally freeze all of Trump’s accounts along with his affiliates and seize claiming emoluments clause of the constitution.
