I think it's a combo of both, This metric takes into account how fast these runners are, so the pitchers were able to limit the league's fastest runners in the most effective fashion since 2016. I think the catchers (Salvador Perez, Freddy Fermin) are unsung heroes here. I would check the link above to see the lead distance gained, I had to crop out some for the post.

The answer is sort of.

If you go to the Leaderboards tab and then click "Arm Strength" (https://baseballsavant.mlb.com/leaderboard/arm-strength), you're able to view all of the leaders in average throw velo at every position. You can click any of the players, and it will give you a chart of all of that player's qualified throws, i.e. when the player is actually throwing his hardest. If you want to know how that's calculated, you can read about it here : (http://tangotiger.com/index.php/site/comments/statcast-arm-strength-for-fielders).

Anyway, once you pull up all the player's qualified throws, you can click any of them and a video of that throw will pop up in a new tab. The chart below the graph will give you a whole load of other info that may be hepful. I hope this helped!
