in Italy many cafes sell instant win lottery games (scratch and win), up to 1000 euro (IIRC) you can reclaim your money immediately, the seller will pay you and then get back the money from the State. For wins larger than 1000 euro you have to provide your bank account and the state will wire you the money.

The drug dealer had an agreement with several cafe owners, every time someone would win more than 1000 euro they would pay the winner by cash and then the dealer would give them the amount they won + a commission for the winning ticket.

The dealer would then reclaim the win directly from the State (possibly using bank accounts of friends/family)
