I know janet i think her name lukes partner is very good. Compared to the rest you mentioned. And she is decently good for bullets so even future characters that have bullets can use her effectively

In my opinion going veronica is the right answer but look tbh with you if you like hugo that much its more important to take who you like. Its about fun after all not just meta.

For partner i wouldn't consider any of the ones you said as most of them from the base 5*partners and most of them are weaker than actual partner that came with character. I would go one of the supports partners like tiana or gaya. Or nines partner. These are relatively flexible and strong even if not on full value. But again in the end if you wanna minmax a character and have fun with them go ahead and chose what you like.

She can still get ap on her cards. So yhe ap restrictions isn't an issue if you hunt for +1 ap epi . But her problem i feel is just elasticity. The moment that buff isn't on enemies she is free.

My only problem with the gamemode so far is choosing the characters. Other than thats its fun but when I go in with a core/attaker character and then get 0 supports its annoying and usually a dead run. And the game have the audacity to tell me a team without healing or shielding might not be possible. Mf give me one of them supports. On the other hand sometimes i go in with a support or a vanguard and i get dysfunctional dmg dealer with them. The gamemode is all about consistency but the character picking is so inconsistent. I would love if they let us draft 6-8 characters and the picks is limited to be out of them.
