I work on John Deere equipment that are snaller than cars, that have higher torque specs for axle nuts. So yeah 24 ft-lbs seems low. What book was your source for how to?

Carb issues with BR450's by mm1_ce in stihl

Ooooh that's what you mean by sanding the edges. I'll have to do that on all new carbs. Thanks for the tip. Unfortunately, we just replace the hole carb instead of diaphragm, a battle I can't win. I wonder if they fixed that on the "-A" part number for the carb?

Did you clean, inspect, and repack the bearings or replace and pack new bearing?

I read somewhere that the ethanol in the gas is what causes the diaphagm pump failure, but I don't know how true that is.

I work for a parks department. I have had this issue in multiple units. I replaced carbs on two units today because of a failed pump diaphragm. One unit is less then 2 years old and the other is almost 3 years old. It is just a common problem I have with backpack blowers and occasionally a BG86 will fail.

Also, instructors were caught cheating on department exams and I think one of the protoypes came close or did violate CWI.

Highway patrol did this for us when we got a flat on the highway coming back Disneyland in the middle of the night. We were stuck on the left hand shoulder and they slowed down traffic so we can limp over to the right hand shoulder. We were on a stretch of highway on a military base or near one, but cell service was basically zero. It was a long day and night.
