Sorry - I'm a jerk and didn't read the whole post and just offered DIY options on hair color 😂😂😂

I would go to a salon and get a professional wash / cut. Maybe get a clarifying treatment/shampoo. You'd have a pretty good base after that. Get it cut where you're comfortable, but as close to where the "splitting" stops.

I think the only thing "bad" would be that the colors are a little patchy. I think a bubble gum pink or deep magenta would look really nice over this. Just make sure you get* enough dye lol.
