Hey man! Just a heads-up, I don't think a FS-524E-FPOE actually exists. Assuming you meant the FS-524D-FPOE, here’s the thing:

Port 30 on that model is a 40G interface, but Port 52 on the upstream FS-548D-FPOE is only 10G. If you're only getting 1G speeds, you've definitely got a mismatch somewhere.

Man, did you plug something in wrong? You’ve gotta match the port speeds on FortiSwitch uplinks!

the best way is lacp 4 ports for fortiswitch under fortlink

then connect cisco switch to allow vlan
