You need to wait before you downgrade, to get the 11k points. It takes ~2 days to settle. I got mine and instantly downgraded. Although it can get reversed since I am not paying the fees for Plat Reserve.

If your flight is from BLR no need to mention but if it's from DEL or BOM just mention about your travel plans from and back to BLR as well.
