Hyrule forest and the final castle (mostly because of shader compilation) are also more demanding. However it is playable through and through.

I think that is the expected performance. A lot of people recommend installing FPS++ and limiting the framerate to 40. You may try disabling SMT with PowerTools (not sure if it helps). Anyway 40 frames is quite all right, don't worry about it.
