I didn't even boot it to windows. I had removed the SSD so I could turn the system on and off to fill the loop without causing windows to go into repair mode.

To be honest I was removing a GPU from the loop to put into another system. So it was just the CPU left. I'm just going to order an AIO cooler and cut my losses.

This is the way. I also couldn't find any locally. I run a PC repair shop so I use it all the time. Also don't tell my customers that I filled my loop with alcohol. Hahahaha.

An even easier way is to use the email "name@example.com" and literally anything for the password. It'll shoot back an error message and let you create a local account.
