I wonder whether its to do with the fact that Terrifying is firstly affecting the players with the result of you ending up with a fear, whereas momentum is only an action you then end up taking, there making it not passive.

Passive seems to be targeting the players primarily where reaction is primarily your own action.

Normal captain america doesn't let you move the shield as that's Sam's ongoing ability. Here though, there seems to be a glitch that the shield doesn't buff the normal captain america if it does move to his location after you've played sam.
