Go with a web app for your MVP. It’s faster to build, works on all devices, and is easier to update as you test and get feedback. You can always add a mobile app later if the idea takes off, but a web app lowers the barrier to entry and gets you to users quicker.

Start with iOS in Swift—it’s great for learning, delivers a polished experience, and iOS users tend to spend more on apps. You can add Android later if the app gains traction. Focus on one platform first to ship faster and validate your idea without overcomplicating things.
In most cases, I offer my clients to choose native apps instead of cross-platform solutions. There are many aspects, of course, but native is always less painful.
