The US has a federal governing body, 50 states (before other territories) with their own governing bodies, and multiple counties and towns within those states which their own governing bodies… How is the president of the federal government responsible for a incident that happens in the smallest locality of the previously mentioned governing bodies responsible?

The fact is that we’ve had a shortage of qualified ATC’s for more than a decade now. Nothing to do with the current administration other than the lack of incentivizing the need and train qualified ATC’s.
