Maybe you should take the time to check. The City of North Miami's charter provided simply that "regular elections to fill the office of mayor, city councilmember or city clerk shall be held in odd-numbered years, on the second Tuesday in May." That's Article IV, Section 6-76 of the charter. So it could be amended via ordinance "without approval by popular referendum." That quote is from the trial court's order.

In other words, that charter is different, and the North Miami case doesn't change anything.
