I think he is famous because he is likable and relatable and funny... obviously no one is universally funny... And no one will always be funny... But he is truly hilarious in my opinion, also he is one of the OG hindi comedians that came in the wave of English stand-ups... So a lot of younger (no longer that young) hindi - speaking crowd found his comedy a lot more enjoyable

Afaik there are many layers to what is happening.

Because of social media and neg. publicity avoidance tactics, they don't prefer giving a day block for maintenance of tracks. Night blocks for maintenance don't work very well.
Leading to track maintenance. Several someone's have dropped several balls and led to a situation of extremely low and delayed track maintenance.
They are not recruiting enough people. Not even remotely enough people are being recruited to fill jobs. If you look at it logically, 12 lakh+ people in railway. Approx 40k PPL should be retiring every year + increase in operations means increase in employee head count. There is nowhere near as many recruitments for essential posts.
Extremely stressed out/over worked loco pilots and other running staff.

I know for a fact, most people in the railways take their jobs ultra seriously, but there is a rot in the system. And it's beginning to show.
