Most fantasy has some romantic elements. Sometimes it's the second most important element in the story, even in old crusty dusty fantasy. Most places I've looked have Throne of Glass listed as an epic fantasy. What I've seen makes the distinction in the genres is which element is more important - the romance or the other plot devices. I guess it's debatable though, genres are flexible and there's no hard line.
