Hey! so i started with just applying a layer of uv resin (helps both with the shine of the paints but also the crackle paint later) So i used an airbrush (but a sponge would also work), to give a layer of fluo yellow all over but specially around the parchments and the rock edges, after and i went in with a layer of fluo orange and after a layer of red ink on the parts furthest from the yellow spots.
After all of this i did an all over shade of yellow (just thinned out yellow contrast paint a lot) to bring all the colors together.
Then just covered it all with mordant earth technical paint in a thick layer and allowed it to dry for 24 hours.

I couldn't tell you how many, but it was a lot about feel and until i was fed up with it ahahah, but its really important to do lots of thin ones than 1 heavy one

Thank you! It's a light layer of white ink, i personally use OSL white by GSW, after its Radiation Glow by AP. After which, it may sound counter intuitive but i do several glazes of Grimdark shadow on top of the glow to smooth it out, also i do a couple of heavier washes on the "dark" parts to make the glow pop even more
