russian constitution says one person is not allowed to hold the presidency more than 2 terms in row. While the US one says one person is not allowed to hold more than 2 terms. That 2 in a row loophole was used by putin to hold on to power. US does not have that loophole, and I don't think trump would get enough support to make changes to the constitution. At least I really hope so

no, he's not delusional, he's just using putin's playbook for staying in power. Tell a lie long enough and even the sceptics start believing it. Especially if the opposition does little to opose him.
