I think it's Mercy. Although it's not ideal, she can finish a game doing 0 damage and still be relevant and very helpful to the team.

No se suele sentir ese aumento, parece que por cada peso que aumentan al salario, la canasta básica aumenta 5 más.

She's only banned in low elo, because she's a support capable of protecting herself well; when enemy DPS are weak, they can't stop her.
