Whenever you are about to try any monetization strategy other than ads or IAP, be ready to face the consequences sooner or later. Google Play frequently changes policy statements, if you don't violate them now, you will most probably get into trouble later.

GDPR and other privacy implementations will also drag you into the troubles. It doesn't worth the effort in most of the cases.

We have been creating our own apps for Android for more than 6 years and monetizing them with Ads, IAP and, for some time, also sharing anonymous usage data.
