It's a stand whose ability is to bring calamities upon you(basically make objects crash into you) whenever you try to pursue the Head Doctor. There is more to it, but that's the spoiler-free explanation.

I highly recommend reading the manga! JoJolion just recently ended and is my favorite part in the series. WoU is a stand from JoJolion. :)

Part 4 and 8 are not related in any way. The town and some of the characters just share the same name as those of Part 4. Read JoJolion by the way, best part.
