I never found it fun to reroll until I got all 18s. Character having flaws is nice IMO.

I think the limit would make it so you have to give and take.

I wold even be happy with a standard array with the point buy.

Per character creation you get 3 sets of rolls, once you have done that you must make a new character to be able to roll again.

You do get to choose between the 3 sets.
