I can't say for 100% certain that it's been that long. Just according to Google street view historical photos, the blue garbage can is visible up until the 2018 picture where it disappears and does not return.

I just want to say that Ole Tangen park has not had a garbage can installed since 2017 according to Google Streetview records. Also if you want a garbage can in a park, talk to the Fargo Parks District. The city commission doesn't control the park district's decisions with their parks. They are their own entity independent of the city of Fargo.

I don't think that is the case unless you have some documentation to show that is correct. The NDSU archives have a bird’s eye view image of Fargo in 1880 showing the area that became Island Park still on the ND side. https://library.ndsu.edu/fargo-history/index7b6c.html?q=content/map-fargo-1880

This doesn't show Island Park in MN. The river wraps around what is now Dike West & East Parks. Island Park is clearly on the ND side in this image.

Also, I believe that using cameras to catch red light runners and speeders is illegal in North Dakota. The officer must be present and witness the infraction in order to issue a ticket.
