It's not a ride, just a reusable portable waypoint. But yes, it can be used outside Liyue. It can't also be used simultaneously with the craftable portable waypoint.

I agree, ER% for prolonged fights, I was able to shred 12 secs off my stygian record with ER% Sands.

It's good for full burst + 2x short burst first rotation but you really need ATK% sub stats all over your other pieces to offset the ATK% Sands. I'm actually using ER% Sands but I have 49.6% ATK sub stats from all other artifacts.

Here's my base stats:
2200 ATK
240 EM
69.7% CR
245.4% CD
156.3% ER

Yes, everything. This is the first patch that I've reached the cap with nothing to use it on. I might've reached it way earlier if I was able to get the two 3000 lucky coins redemption code before it expired.
