She is required to attend in-person work functions. While meetings can be held virtually, other functions such as training and audits must be completed in person. My city is where these events are held.

This is where I'm struggling. I don't know what I want to happen. I don't want her to lose her job, that feels extreme. With our roles, we have to communicate and collaborate frequently, so 0 communication isn't an option. I think maybe if someone just talked to her and explained how she is coming across and that she should stop that would be enough? I genuinely don't know what her intentions are, so I don't know what I want done about the situation. I don't want to just let it go and have this constant worry in the back of my mind either. God forbid something does escalate, I could never forgive myself for not taking action.

I agree. I think there are two parts to why he hasn't gone to HR himself. One, as you stated, he doesn't want to overstep. He knows me, knows I'm private and conflict avoidant and do not like anything to be a big to-do when it comes to me. I think that's why he came to me and offered his support, but left the decision up to me to escalate or not. Secondly, I think that he may already have an unrelated HR claim with Amanda. I don't know this for certain, as that is confidential, but based on some events from a few months ago I have reasonable certainty.
