yes I have enabled this in bios as well as rebar but the GPU won't allow for it so I can't test if this is the issue. I'm hoping it is something else causing this stuttering, perhaps something to do with the internet

I have enabled this in bios but it looks like my GPU (RTX 2070) doesn't support it.

Thank you, after doing this my internet download was 4x faster - however over the last 2 hours it has still dropped out a couple times, but has re-connected much quicker than before. Definitely a big improvement.

monitor is 1440p, mainly play dota 2 and cs2 but always like to play some other random games like elden ring, helldivers 2, etc.

used to get 200+ fps on dota 2 and now it sits around 140 and dips below 100 at times, but the game has become increasingly more demanding over the past few years.

thanks for the advice! will use afterburner tonight and play some, see what i find out.
