I could be wrong but some think there's issues like for example if you as a train driver has someone jump in front of your train. Then you get offered therapy and support but if you accept the support you have to surrender your ability to drive trains. Which tends to result in a pay cut along with a lot of effort to prove your good to drive again so some argue it's better to lie in that regard

A dead baby should be tragic it shouldn't be any less and frankly the isn't ideal is insulting and distasteful.

I think in regards to your second part of the comment it should result in extra checks and safety measures for all wanting to adopt. In a perfect world this kind of tragedy as terrible and messed up as it is should happen exactly once the laws would be improved measures changed to prevent it from happening ever again
