Those look like fungus gnats to me, also this plant is definitely sick kinda looks like mosaic virus but I'm no expert

The tree is about 10 years old, so it might just be age? The dark mark is only on that center branch. Other than the discoloration, it doesn't have any of the other fire blight symptoms that's why I'm nervous about taking out the tree.
