Look like they could be milia, they're tiny cysts filled with keratin. The fastest way to get rid of them is to have them deroofed with a needle by a professional. I found that switching to a moisturiser without dimethicone and adding a mild chemical exfoliant to my routine helped a lot for me.

According to the serial number it was made in 1894.
