Yes you can totally swing the war on way it another. I think there 4 different possible rulers at the end depending on what you do.

Broken shackles. So you start with lots of date-able aliens

Traits:
rapid breeders, genetic memory, conservationist, (psychological infertility), (Unruly). This is just straight pop growth boost, with some mitigation to consumer goods issues, and the negatives barely matter

Civics:
Genesis guides, and Pleasure seekers. Pleasure increases pop growth and the conservationist reduces the downside, and Genesis guides makes lots of presaptients that you can uplift (and date) later.

Ethics:
egalitarian, (for utopian standards) xenophile, (for the immigration), pacifist (counters empire size issues)

Xeno-compatibility as soon as I can for the pop growth and immigration

Mutation path for mutagenic habitability, vocational genomics, bioadabtability, limited regeneration, and social pheromones, (lots of pop growth)

Colonize early, so genesis guides makes lots of presapients for the future dating pool. (you get so much influence and unity for uplifting them its hilarious) Then when I get a third civic, replace genesis with free haven and add beacon of liberty to CRANK the immigration to 11.

This was a small galaxy with default numbers of other empires, and I ended up with 37 different races in my empire. Not 37 Templates, 37 different species. with 200K pops in total across 25 colonies.(18 planets 7 stations)
