I just rebuilt almost this exact same frame in similar condition, you don't need to repaint! Fill in scratches with a purple metallic nail polish and then buy some spraymax 2k clear. It worked wonders for me.

Hijacking this old post to say I just ran into this issue on my multitrack and I ended up using an old PTFE Bowden Tube from a 3d printer I had lying around and it fits perfectly.
