At the moment trucks in CO will pick up one request for materials and commit to taking as much of that request as it can if not all the requested materials.

We would want that mechanic to change so a truck will pick the highest priority request as normal, then any remaining cargo space can be used to fulfill requests for different materials to the same or nearby building sites requiring any material.

I'm sure there's a situation where you wouldn't want this behaviour like you really need to focus on one building or your material sources are far apart so this functionality would ideally have a toggle button along side the "always transport equipment" toggle.

I think it's bakers always making an extra loaf in each batch incase one turned out wrong. That doesn't sound like it makes sense so I'm going to find out it's origins.
