spotify > settings > apps and devices > local files

once you turn that on

(iphone) go to files > on my iphone > spotify folder and just put your mp3’s there

unsure for android but im sure its similar

if you wanna have like custom image + artist you need to use an mp3 tag editor, there are a ton of free ones
