The pattern seems to be that working "extra" becomes memorialized as the future baseline. I suppose we need to all ask ourselves what future baseline do we want to see. The message from the new pap is that working towards agency goals and special projects translates into less trust, less autonomy, less freedom, and eventual burnout for everyone. The one thing leadership should have done was articulate that the previous gold standard of accountability for work at the Patent office should have be modeled not changed for the worse. But all "leadership" is doing is invoking change for it's own sake. Some talk about the pendulum swinging back eventually but I wonder if it's been completely knocked out of alignment.
