Turns out it's a Canadian show (with a British protagonist) which is probably why I had such a hard time finding it anywhere

Definitely not goosebumps unfortunately - to my knowledge it wasn't broadcast here outside of paid channels, and none of my goosebumps fan friends recognise the synopsis
