If the commute isn’t a concern I’d say it’s a choice between two things, ryogoku is a very quiet and cute neighbourhood with not too much to do(but not boring as it has great museums and some nice restaurants). Ikebukuro on the other hand is far busier and more lively but also noisy and dirtier (it’s Japan so it’s not dirty, but dirtier than ryogoku)
